SUMMARY DESCRIPTION OF CLASSIFICATION:
Under administrative direction, performs work directing and managing the District's human resource department to include: employee benefits, recruitment and retention, affirmative action, classification and compensation, job analysis and descriptions, labor relations, employee records, and risk management programs. Develops, implements, and coordinates policies and programs covering employment, labor relations (including collective bargaining strategy and negotiations), wage and salary administration, employee orientation, training, placement, safety, health benefits and other employee services. Work involves performance of duties assigned by the Superintendent or designee in the Personnel Policies and Procedures and related documents. Supervision may be given to professional and technical staff engaged in: gathering social, economic and labor market data; providing personnel planning, reporting, and management assistance to departments; and delivering training technical services to departments. The employee in this position formulates operating policies and procedures, recommends policy options to the Superintendent and the Board of School Directors. The formulation of policy options often will involve consultation and review with the department heads, employee groups and the committees. Within these guidelines, the Director of Human Resources operates with professional independence and submits research results and policy recommendations on a number of problem areas for the consideration of the appropriate policy making body.
MINIMUM QUALIFICATION STANDARDS
EXECUTIVE KNOWLEDGE, ABILITIES, AND SKILLS: Thorough knowledge of the best-practices
in human resources based on national, state, and local standards governing educational institutions.
Ability to collect, analyze, and use data to plan for improvements. Ability to support the District’s and
department's vision, promote open communication, and collaborative problem based best practices.
Ability to use systems thinking to establish clear goals for the development of District human resource
practices. Ability to plan the alignment of human resources to meet District’s instructional/operation
needs and performance objectives in an educational institution. Writing and technology skills necessary
for producing comprehensive reports and making presentations. Knowledge of applicable federal, state,
and local laws and regulations. Knowledge of team-building techniques and dispute resolution concepts.
Ability to supervise and evaluate the work of others. Excellent verbal and written communication skills,
including the ability to make persuasive presentations. Good organizational and personal leadership skills.
Ability to facilitate stakeholder engagement. Proficient in the use of technical computer applications.
Possess a strategic focus with the ability to be decisive.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor’s Degree and Master’s Degree in Human Resources, business administration, public administration, personnel administration or a related field. Five or more years of supervisory, administrative, and leadership experience as a Director, Assistant Director, or Coordinator, in human resources at the executive level in a school district, or other closely related governmental or private organization desired. Experience with implementing and monitoring federal, state and local guidelines that govern the human resource practices in an educational institution (i.e. NCLB, State Code, Department of Education, etc.). Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Ability to increase responsibility and leadership in the position; ability to prioritize and manage multiple tasks in a complex and diverse school system; and wide range of varied experiences across school systems and education institutes. Candidates with a Juris Doctorate degree or a Doctoral degree preferred, along with other administrative certifications desirable.
CERTIFICATE AND LICENSE REQUIREMENTS: Certifications in Human Resources as a Professional in Human Resources (PHR), or Senior Professional in Human Resources (SPHR or SHRM-SCP) is strongly preferred.
PHYSICAL DEMANDS: Light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently.
SPECIAL REQUIREMENTS: Attendance at evening or weekend meetings presentations, ceremonies, and school programs required.
DUTIES AND RESPONSIBILITIES:
- Oversees the staff, budget and operations of the Human Resources Department, and assists supervisory personal on Human Resources issues.
- Implement and monitor Pennsylvania School Code and Pennsylvania Department of Education regulations guidelines related to area of responsibility.
- Accountable for Human Resources’ achievement of department goals and objectives.
- Formulates and recommends Human Resources policies and procedures.
- Regularly reviews and recommends Human Resources practices necessary to establish a positive employment environment and relationship to promote a productive and effective employee population.
- Monitors, reviews and recommends to the Superintendent changes to District policies.
- Regularly monitors legal and regulatory compliance requirements of OSHA, EEO, ERISA, COBRA, FMLA, FLSA, ADA and other existing or proposed employee benefit legislation.
- Serves as the District’s EEO officer.
- Reviews and approves all submission of information and provides for periodic audits to ensure compliance and accuracy.
- Functions as primary contact with outside governmental agencies with respect to Human Resources compliance.
- Actively participates as a member of the collective bargaining management team of WPSD.
- Establishes and directs a process of organizational planning that evaluates staffing needs and forecasting throughout WPSD.
- Recommends and establishes wage and salary structures that effectively respond to the competitive labor market.
- Ensures the periodic review and update of employee job descriptions.
- Reviews and recommends competitive, cost effective benefit programs and services.
- Establishes recruiting, retention and placement strategies, programs and practices.
- Fosters the effective communication of Human Resources programs and policies.
- Oversees the selection and use of Human Resources consultants, benefit providers and other third party administrators and/or service providers.
- Conducts a continuing study of Human Resources “best practices” in support of an effective and efficient Human Resources organization.
- Oversees the New Associate Orientation Program and also the Induction Program. Involved in other staff professional development activities and professional development training
- Defines strategic direction for area of responsibility, and leads assigned staff in developing recommendations from strategic long-term goals related to assigned area(s) of responsibility.
- Creates and manages budget for area(s) of responsibility. Develops and monitors time and expense project budgets. Develops project plans, work breakdown, structures and schedules required to successfully complete projects on time and within budget constraints.
- Plans and controls staffing, and performs other human resources, finance, and payroll related functions for assigned employees.
- Manages assigned staff in the development, design, review, implementation and periodic evaluation of project plans and strategies to support the achievement of goals and objectives.
- Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff. Such responsibilities include staff performance reviews and the development and implementation of professional growth plans to include keeping abreast of current developments, literature, and technical sources of information.
- Ensures the provision of quality products and services. Leads staff in the design, development, implementation, monitoring, and documentation of quality and reliability improvement plans, policies and procedures. Confers with and advises subordinates on administrative improvement plans, policies and procedures, technical problems, priorities, and methods.
- Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board’s policies, and the professional standards.
- Performs other duties as required by supervisor.
SALARY: Minimum Starting Salary of $120,000. Benefits in accordance with Act 93 Agreement
